Coordinated disaster response has been shown to meaningfully reduce mortality and speed recovery, while poor coordination leads to duplicated effort in accessible areas and unmet needs in harder-to-reach ones. This isn't a hypothetical risk. It's a documented, recurring pattern across major disasters, where multiple agencies (military, NGO, volunteer, international) respond to the same event without a shared, live picture of who has searched where.

This problem already has a partial answer: UN OCHA runs OSOCC (On-Site Operations Coordination Centre) specifically to coordinate international search-and-rescue teams at disaster sites. But OSOCC is an organizational coordination structure, a physical or virtual meeting point where teams report in and get assignments. It isn't a live geospatial system that automatically updates as field teams move, so the picture of "what's been searched" still depends on manual reporting and periodic briefings, not continuous, map-based ground truth.

ReliefRoute is built to be that missing live layer, not a replacement for OSOCC, but the data layer underneath it. It ingests satellite damage assessments, drone imagery, and GPS logs from field teams' existing devices, and generates a shared, continuously updating search-priority map: which zones are covered, which are still unsearched, and which unsearched zones are highest-probability based on damage severity and population density. Any registered team, regardless of agency, sees the same live picture instead of relying on periodic radio check-ins or paper maps at a briefing tent.

The real challenge here isn't the geospatial modeling, which is a solved problem in other domains. It's adoption: disaster response is fragmented across organizations with no shared incentive to adopt a common system mid-crisis, and different agencies use incompatible internal tools. That's why ReliefRoute's go-to-market has to happen before disasters strike, not during them: pre-positioned agreements with agencies who already coordinate through OSOCC and similar frameworks, so the tool is already integrated and trusted when the next disaster hits, not introduced as one more unfamiliar system in the middle of a crisis.
